Default zipang fan running at reduced speed

i have a scythe zipang cpu fan on an intel e8400 processor and an asus p5q3 mb. as far as i know this cooler is supposed to constantly run at about 1000 rpm. recently i noticed that it runs at about 600 rpm, though it used to run at 1000 rpm as it should. i would appreciate any suggestions.

Switch off QFAN in BIOS. Use another fan header on the board to check the rpm value.
