Default Is this normal?

I've fitted a low profile Shuriken today to cool an Athlon X2 4600+ at stock speed on a Gigabyte GA-MA770-DS3 board. The case is an Antec Skeleton, so has a 250mm fan at the top (over the Shuriken). In the BIOS I've set it to work on PWN.

My query is should the fan on the Shuriken stop rotating? It's only moving under load i.e. when the CPU temp nears 40C+. Right now it's sitting at 30C and the fan is off.

Hello ViolentJ,

actually it should not stop rotating. Could you please de-activate any fan-control functions like SmartFan and stuff like this to let the fan rotate at highest speed to see if it is defective?
