Unhappy Is my shuriken broken?

I installed a shuriken cpu fan in my HTPC just recently. This fan is now making a clicking noise when it is not at full speed.

I boot up my computer and you can notice the clicking noise right after you start it, until it winds up to full speed. After half a minute or so, when the OS has been loaded and the software fan control kicks in the fan speed drops down to a more convenient ~1200 rpm. As soon as it does that, the clicking reappears.

To listen to this, see a video of booting up the HTPC here: http://www.youtube.com/watch?v=PpOGEtCf_8w
To hear the clicking reappearing after OS is loaded, goto 50 seconds into the movie.

This isn't normal right? Is the fan broken?

Note: As I said I am running a fan control application, as the Qfan thing on the Asus P5N7A board is not working with Shuriken.
