Question PSU spare fan (K/S-Flex 1900 good choice?)

Hi,
i am looking for a PSU spare fan. PSU is a Seasonic S12II 430, starting voltage ~4V, fan ADDA AD1212MB-A71GL (2050 rpm).
I prefer the fancontroller of the PSU so I need a fan <4V start up voltage and ~700 rpm at 5V. Some weeks ago the K/S-Flex 1900 appeared but I can´t find any information about starting voltage and rpm at different voltages.
If anybody got some informations about the fans please tell me, I can´t bear the noise of the ADDA any longer .
