Problem is that the additional layer (= the spacer) can signiftcantly lower the cooling performance. On the other hand: if you experience that the pressure isn't sufficient w/o the spacer you will need to install it. Installing the spacer can raise the pressure on the CPU by a rather big amount so that installing the cooler can get quite harder.
As you see there is no single answer to your question although the manual of the Ret Kit 1 once proposed to use the spacer anyway on 775.
What you can try: replace the plastic insulation washers by ones made of paper (like for mainboard screws). This will lower the rails of the Ret Kit. You should then have enough pressure although you are not using the spacer. I have got my Mugen 1 mounted this way with the Ret Kit 1.
