I heard two terms for it: Cover- and Case-temperature. As I understand it it's the temperature measured in the centre of the IHS of the CPU (so it's more cooler than the Cores).

Yeah, sounds reasonable and I also found some documentations on how to have the IHS center temps measured, but it is not what you can make at home. Core Temps are muich higher because the distance to the core is really low compared to IHS.
