Kaze Server, Jumper for Fahrenheit -> Celsius not working

Title is self explanatory. All the temp sensors seem to be working and channels 1 and 2 are working(haven't tested 3 and 4). However, the readout for temperature is stuck at Fahrenheit. I've changed the jumper multiple times but it won't change the readout. Anything I'm missing?

Some more behavior I noticed.
When the jumper is in the Celsius configuration, the temp readouts will flicker for less than a second occasionally. Sometimes in rapid succession, sometimes very intermittently. the flicker is too fast to tell if it is flickering to Celsius mode. It does not do this in Fahrenheit mode.
This happened once, during a cold start up (computer off overnight, turned on in the morning). Jumper in Fahrenheit mode, the computer comes on and the fans connected start running. The controller works and the buttons work but the display does not turn on. Shutting off the computer and turning it on again didn't work. I opened the computer and checked all the jumpers. Put everything back together and the display turns on again
