I personally would neither use it with P4 nor with AMD 955. The Shuriken was never designed to cool high TDP CPUs. It was designed for small and flat HTPC cases with rather low voltage and low TDP CPUs. That is its main purpose.

Surely some users also use the Shuriken (but more often its bigger brother Big Shuriken) with stronger CPUs but Ninja 2, Orochi, Mugen 2, Yasya and Grand Kama Cross are designed for these CPUs primarily. A very very good airflow is a must when trying to use Shuriken on a TDP monster like the old P4 series'.

You can try it anyway but if it was my choice i would pick another Scythe cooler which is more suitable. Due to its compact design the Shuriken simply lacks metal material compared to the big tower coolers or the Grand Kama Cross. And surely they simply move much more air as 120mm and 140mm fans are used.
