Evening,
Now I have to admit, that I have misunderstood your plans. Therefor we have to change and forget about the before mentioned thermal diode for the fan.
1. Your Mainboard does not support PWM fans, which is a pity, because this would be the best solution for your idea.
2. I don't know a way to read the CPU temps and adjust the fan speed by that. If your Mainboard supports fan controlling by temperature feature you can go for that, but I doubt it.
I would recommend to simply set the fan at 5 or 7v manually and leave it as it is. This is a silent and safe way to have constant silence and performance. The CPU won't be super hot anyway.
