Q..Fan location Mugen 2 and Scythe designing.

I have a question and thoughts about these posts about location of the fan. Not only the Mugen but Scythe fan system.
Is it not the intention to locate the airflow along with the "gaps" of fins?
Or have I missunderstood the purpose of these?
