NO, The Mugen 2 is not designed to work fanlass ore semi-fanless, so you should use a fan direct on the Mugen 2.
Please read carefully what Shinigami write down.

People sometimes think that completly shutting the pc and make things work fanless is how it works, but this is totally not how it should be."
70W TDP is that what you can cool easily, without many thought about optimized cooling etc. If you want to cool something above 70W TDP, than you have to start thinking about optimized airflow inside the case. And this airflow musst be high enough to prevent heat accumulation. Than you can try to cool more than this 70W fanless, as we do it on cebit with our X4 940 BE.
Than disable starting voltage, then it should be 12V.
