So the only way to adj the fan speed (noise level) if I use a heat sink fan with 4 pin such as the Katana 3 to a 3pin motherboard is to use a fan controller?

also the dimension of Katana 3 says 94 x 108 x 143mm. Is 143mm the distance from the heat sink plate to the cpu to the top of the fan (highest point)?
