Today I installed a Kama PWM 92 mm in place of the original slim fan which came with the
Shuriken. This fan in fact works with the ASUS board and its Q-Fan utility! Speed with a cold CPU
is about 280 rpm (and ASUS' PC Probe complains about this - doesn't matter). With the
combination of the Shuriken cooler and the Kama fan, the mobo is operational again -
without the need for Speedfan and without getting CPU Fan-Error messages by the
ASUS BIOS. The Kama was just fitting in my relatively small PC case.

My suspicion is that ASUS measures very early during the boot process which speed
the CPU fan has, and, if ASUS feels this is too slow, it decides to shut off the PWM
power. Then the Shuriken slim fan does not speed up fast enough, while the
Kama does. Just a guess, as still no Q-Fan documentation could be found.
