Fan speed was reduced probably to underline the (semi) passive focus of the Ninja series and also because Ninja 2 is delivered with Slip Stream fans which are quite efficient. Slip Stream was released last year and most of the Ninja B models where delivered before Slip Stream was on the market AFAIK.
