Filling the gaps between the pipes with normal TIM would do nothing......no extra support and practically no heat transfer.

In theory you might pour liquid silver over the gaps between the pipes, then machine a flat surface. But you'd still have very little direct contact between the heatpipes and the CPU. You'd need to be able to squash the heatpipes flatter before any silver was applied.

You're talking big money here.....unless you have access to a free machine shop, and free labor.
