First of all, it would be great to have some specs of your System along with a picture, to see some possible bottle-necks or issies.
Your charts are a bit confusing and do not say which cooler is what, I see temps but which cooler is it and where are the second coolers temps?
Did you probably modify something on this cooler? Probably the heatpipe covers?
The requested infos should help a lot to solve the problem
