Hey,
fanless is not easy to accomplish if you know nothing about it. You have to choose the components right, set up the whole system in a proper way. If you have a decent airflow, it will work for most people, but totally fanless is a completely different thing and you need to plan right.
E6700 is not the best choice for fanless. AMD is easier and more accurate with their TDPs. Intel needs to overcome some voltage changes and ideally go for 45nm CPUs, then it is easier.
