Well, surely it CAN be done. But I've been asked whether I can run my E6700 passive. And no I cannot. It is impossible in my setup. I tested it and temps go up too much exceeding 80 degrees even undervolted.
I wasn't talking about an enthusiast's system. It may run fanless/passive in a special optimized case/setup but in mine it just doesn't work even with a quite decent airflow in the case.
