Default heatsink doesn't get hot

On max load I get ~50C with my Athlon 5000+ OCed.
If I OC it to 3150 and up the voltage to 1.45 then my max temp is ~60C.
But the thing is that the heatsink or the heatpipes don't even get hot. They just stay warm.

I have reseated the heatsink twice. First with the supplied thermal grease the second time with my own thermal grease the results were the same.

Is this normal since I thought that the heatsink draws the heat away from the CPU thus it should have similar temperature than the CPU.

ps. This PC is not in the case. It is laying on my desk. Still waiting for the GMC H70 case to arive.
