You assume 70°C but if that will happen is not sure. You should check the imprint of the base on the cooler because that shows if you applied the thermal grease right or not. It might be the thermal grease, it's the medium to improve the contact of both components.
What RPM do you have now? You should be possible to improve it if you try it
