Looks normal to me. See Mugen 2 review of Technic3D:

In newer versions of the mounting system (Mugen 2 Rev B) the open thread of the screw which you can see is covered by a cap but this is
for optical reasons primarily.

But the fact that the clips "hang" above the PCB remains.
The mounting mechanism and the length of the screw thread is designed in a way that the metal clips can never touch the mainboard PCB - even when screwed to the max.
